I have a level one Eevee that I want to become an Espeon. I know I have to raise it to max happiness, but what level should I let it evolove at?

Will Europe be getting Mew as well or is this just a US event? October 15th is the day before my birthday, I'll be crushed if I can't get a Mew. D: Edit: Nevermind, I fail at reading. Looks like it'll be a happy birthday to me after all. ^__^
