Only a thousand? Heck, I could easily do one that includes 2 monitors, a mouse, a keyboard, and 8 gigs of RAM for $860.

Maybe he 's not letting you build it because he has a set price range in mind? Although if you go to the right place, and build it just right, you can get one pretty cheap. I built one the other day and it ended up being around $430, the cheapest I've ever seen for a custom built computer in today's market.
