No no, by your definition frag is defs a utility character. All of his moves except for Pin Missile work with his guns, so he's not a fighter class in that sense.

Well technically yes, he does have a very Russian-sounding accent (albeit with a chipmunky voice) but the real reason he speaks so broken is because his thoughts are constantly fragmented. It's why he always repeats the same few phrases/words again and again, and constantly interrupts himself in the middle of sentences.
