[Theory] Pokemon Government

I've always been curious about how each region governs differently and who governs each one. Lemme know what theories or lore you know about!

The champion/league is a big part of the government. Maybe he has the same function as some presidents/Monarchs in real life countries. Unfortunately in most games in the games i played (Gen 1-4) it doesnt seem like the champion has created a sort of parliament.

Man I'm still tryna figure out how Pokemon Centers gain any sort of revenue and how they survive with literally just one employee.
