[Concept based on the manga, +Anima]
(Rated PG-13 for chance of violence)
There is a phenomenon that nearly all know about, but few believe. It is said that when a child, before the age of fourteen, is close to death, the power of the last Pokémon they see before the time comes is bestowed upon them with the hope that it will help them survive. This power, a spirit called a Pokéma, creates a mark upon the child's body, from which, at will, the child can change that part of their body into a Pokémon part, and back again. No one knows the true power of these Pokéma, but a child who is blessed in one man's eyes will be cursed in another's. The child may use the Pokéma for as long as they need to, right into adulthood, but once they have found a place where they are cared for, and safe, the Pokéma is needed no more, and it leaves to help another child.
Most +Pokéma live on the mainland of Johto and Kanto. In Kanto, +Pokéma are generally seen as things to be afraid of, as savage, inhuman beings, and may be chased out of town, but other places accept them freely. For some reason, all +Pokéma are viewed as the same entity, so if one +Pokéma does something wrong, it becomes believed that all +Pokéma do the same. +Pokéma must act carefully while in Kanto. If they manage to traverse the tough mountain terrain of Silver, Johto's customs are different. There, all +Pokéma may live and work as they wish - as long as they can identify themselves as the slaves of others. A group of +Pokéma all owned by one person often travel together around the region. They can do as they please under the laws of Johto, but if they do wrong, it is the owner who is punished. Free +Pokéma are often captured to be sold to the slave owners. There are known to be +Pokéma in Hoenn, Sinnoh and Unova, but these places are far from the mainland, and take many weeks to travel too by ship, and so will not be seen during the RP.
You, a +Pokéma, have heard of a gathering taking place at Lavender Tower, where a well-known Flygon +Pokéma named Janin is looking for accomplices to help him raid a slave shipment in Goldenrod in Johto. You think it might be a good idea; you were recently run from your home town after being discovered as a +Pokéma, and you think it would be better if the laws were changed in Johto, and views changed in Kanto, because then you could have a normal life.

Kanto and Johto are aligned as we know them to be, with Mount Silver rising between the two. Kanto has an air of run-down technology to it; great machines lie unused and rusted, computers no longer work or take a great deal of energy to start up, and places that once were the height of technology are abandoned and inhabited by Pokémon. Johto is adapting a little better to recent events, as it embraces a pseudo-medieval attitude, with a simple way of life. Everything has gone back to basics for them, and while Kanto feels like a ruined country, Johto is full of life and people have a more positive attitude.

As said, a Pokéma is the spirit of a Pokémon that enters the body of a child in the hopes it will help them survive when they are close to death. The child then becomes +Pokéma ("Plus Pokéma"). The Pokéma the recieve will be one that they can see at the time. If they are being attacked by a Pokémon, for example, they might take the Pokéma of the one attacking them, or of one nearby, or even one above, like a Flying-type. The Pokéma creates a marking on the child's body and allows them to take on the characteristics of the Pokémon in order to fight back. Think of this situation: you're young and alone, and being attacked by a wild Mightyena. Just as the Mightyena is about to strike the fatal blow, you grow claws and fangs and are suddenly able to fight back. Or you grow stick little antennae and the ability to spit silk and stop them in their tracks, like the Caterpie in that tree. Or you grow wings and fly to safety, like the Pidgey flying above you. And hundreds of other possibilities...
Markings and abilities:

A +Pokéma's marking forms where the Pokéma will emerge from, and resembles the ability or appearance of the Pokéma to an extent. So a +Pokéma who gains the claws and arms of, say, a Lucario, might have little claw marks on the back of their hand, or they might have a marking that resembles the spike on the back of a Lucario's paw, or they might have a fully black sleeve like the dark fur. Similarly, they might gain the Lucario's legs for speed and power, and a marking like Lucario's knee-spikes on their knees, or paw-like marks on their feet, or a stripe around their waist. Two people may have the same +Pokéma with completely different abilities or markings. The +Pokéma can use the Pokéma as often as they wish but if they abuse the ability too much, it might leave then. It's also wise to keep the Pokéma hidden around those who think badly of them.
Attitutes to +Pokéma:

Since people don't really understand how +Pokéma work, they fear and alienate them. In Kanto, a +Pokéma will be driven from town, insulted, attacked and even killed by their fear and anger towards them. +Pokéma are stereotyped harshly - if one +Pokéma injures a human, all +Pokéma are considered dangerous. For this reason, when a +Pokéma is created in Kanto they will often leave their families in order to avoid the danger.

In Johto, the situation is different in that +Pokéma must be owned. Many large groups of +Pokéma travel around together, owned by humans. Some people are kind to their slaves and let them be relatively free, but others will get all the work they can out of this free labour, and no one can be sure what kind of owner their new master would be. At least slavery is favoured over the danger of being free in Kanto. Being free in Johto, however, would be impossible; you have to wear the mark of your owner in some way, or you'll be carted off and sold at a slave market.

Training is out of the window right now. About eight years ago, protesters against Pokémon cruelty finally got the point across and Pokémon were no longer allowed to be captured against their will. Pokéball production stopped completely, the league shut down and the Gyms were emptied, demolished and the land used for housing. Technology began to wear down as a result, with no more advances being made and the current models slowly overloading until they failed to work any longer.
In reply to the ban, people began to befriend Pokémon rather than attacking and catching them. Bonds between Pokémon and humans became stronger than ever before, since kinship is key to having a Pokémon who will help you as you help it. However, this also means the Pokémon are more likely to injure humans who haven't been able to befriend Pokémon - and +Pokéma are created.

Bonds between Pokémon and humans became stronger than ever before, since kinship is key to having a Pokémon who will help you as you help it. Name: Lett
Age: 15
Pokéma: Blaziken: Lett's markings are three black bands around each wrist that resemble the wrists of a Blaziken. The Pokéma manifests itself as a pair of glove-like coverings, making her hands appear as the claws of a Blaziken.
Personality: Lett is very cynical and takes a pessimistic view on life. She's often snarky and sarcastic as a result, but her heart is in the right place and when it comes to the wire, she'll do what she knows is right over what she actually wants. As a child, she was imaginative and whimsical, but exposure to too much life experience dulled her dreams to face reality at it's worst.
Lett will generally get on well with other pessimists and openly mock those with more hope than thought. She's also very proud, and a well-aimed insult can easily be her beserk button - and with claws like her's, you'll never want to push that button again. Since she ended up living part of the last few years in the woods, she's surprisingly resourceful and can certainly hold her own in a fist fight.
History: Lett was born Violetta Brown and grew up in Saffron City. During her childhood, she saw many trainers pass through to challenge their city's gym leader, at that time a man named Phoros, and aspired to train when she was older. However, by the time she was six, training Pokémon was considered distasteful in comparison to simply befriending them and asking their companionship, and Violetta gave up hope of ever training. And then the +Pokéma appeared.
They started appearing as though from no where, although rumour said that without trainers to tame them, many wilder Pokémon were getting rowdy and even attacking humans. And along side it, a rumour that a child close to death would gain the power of a Pokémon...
By the time she was eleven, Violetta had started to take the lack of training in her stride, attempting to befriend some of the scurrying common Pokémon she found in bushes and trees. None of her attempts were that successful, so she began to stray further from the main city, out into the surrounding forests. As she attempted to make friends with an Oddish, she noticed a lot of smaller Pokémon running around, but she didn't recognise any behavior. Until, that is, she realised what they were running from.
She found herself pinned between trees, with a gargantuan Rhyhorn charging straight at her; she shut her eyes, tensing as she expected the worst. By the time she'd opened her eyes again, wondering what had happened and if she was still alive, the Rhyhorn had only just begun it's charge. She was sure that the last thing she would ever see was the giant beast racing towards her, and the horn pointing right at her, and the sound of the pounding claws and the shining of it's rocky body and the red and yellow leg appearing from above her and the streak of pale yellow-- wait, what? And in that second, as it seemed she was about to die, two things happened simultaneously. First, a Blaziken, egged on by its human friend, stepped in and Double Kicked the Rhyhorn into submission. Second, so sure she was dead, the Blaziken's Pokéma decided she was in need of it's assistance and she became +Pokéma.
Violetta knew she couldn't stay here, nor could she go back to her family. +Pokéma were so prejudiced against - and she had been prejudiced to them herself, so she knew how terrible they had been. She shed her identity as a snake sheds it's skin. Violetta Brown was no more. Lett was all that remained. And Lett melted into the forest; neither human nor Pokémon, but +Pokéma.
Appearance: Lett has short brown hair cropped around her heart-shaped face, and shining green eyes with a hint of hazel speckled into the iris. Her skin is tanned, or maybe just dirty, since she's been surviving in the forest all this time. Her very front right tooth is chipped a little, from eating a Pecha berry without regard for the pit. She still wears remnants of the clothing she left home in - despite it being four years too small for her - but has patched it together with scraps stolen from towns to create a bizarre mismatched appearance, like a patchwork quilt resewn into a vest and skirt. Said skirt is long, dragging along the floor, and said vest does nothing to cover her arms.
Since the Pokéma marking on Lett's wrist is so large and noticeable, she wears arm-warmers with no fingers but which cover her entire forearm in order to hide them. She goes barefoot as well, though no one would be able to tell due to the length of her skirt. On the subject of what she wears, the expression most commonly worn upon her face is that of sarcastic disdain - and if you can visualise that, you already know what you need about Lett.
