    Have you ever thought... When Rockruff rises to level 25, it evolves into Lycanroc, depending on the game:
    il will evolve into Lycanroc Midday Form in Sun and UltraSun during the day, and similarly it will evolve into Lycanroc Midnight Form in Moon and UltraMoon during the night: but in Sword and Shield, that are not Sun neither Moon, UltraSun nor UltraMoon, in which form of Lycanroc it would evolve into reached level 25???
    With Cosmoem the same: reached level 53 it evolves into Solgaleo in Sun and UltraSun, instead into Lunala in Moon and UltraMoon: but in Sword and Shield, or in any next game that is not settled in Alola, who will Cosmoem evolve into?
    And Meltan and Melmetal? They don't have the ability, neither the evolution method of Meltan can be supported in any game of the main serie, because it involves the candies of Go, absent in every game of the main serie.
    And Oricorio? It is a Pokémon based on the Alola region that changes its first type depending on the island you are (for wild Oricorio), or using Nectars (for trainers' one), but both are based on Alola, it'd be absurd having Nectars in other regions, such as color-based locations where to find different form of the bird.
    So Rockruff-Lycanroc, Cosmog-Cosmoem-Solgaleo/Lunala, Meltan-Melmetal and Oricorio can't be in SwSh; I'm not going to state that this is the main reason for having the file datas limited only to the species of Galar Pokédex, but this is a sufficient condition for which there can't be the datas of all species of Pokémon, from Bulbasaur to Melmetal.

    They could also just change the evolution method entirely.
    This has happened with Feebas when altering the condition of a pokemon was impossible in Gen V.

    The problem with that is that they've managed workarounds in every other generation, there's no reason that they can't think of some creative way to sort it this time.

  • Indeed. They've retconned things like eveolution methods before (amongst other things, including typings), so they can do it again.

    No reason why they couldn't make Lycanroc evolve into its Midday Form and Cosmoem into Solgaleo in Sword and Lycanroc evolve into its Midnight Form and Cosmoem into Lunala in Shield.
    This new mechanic doesn't preclude them from including Rockruff and Cosmoem in future games. You can make an argument that they can no longer make "third" versions because of them though, but that's it.

    Worst case scenario: Rockruff and Cosmoem don't evolve at all outside of Alola. Still not a reason for them not to be transferable from Pokémon Bank and usable in SwSh.

    And Meltan and Melmetal? They don't have the ability, neither the evolution method of Meltan can be supported in any game of the main serie, because it involves the candies of Go, absent in every game of the main serie.
    Two ways out of this one:
    • A lot of Pokémons' ways of evolving are replaced by Candies in GO. There's no logical reason why Meltan's evolution couldn't translate into a new item in SwSh.
    • Worst case scenario, they can keep Meltan's evolution exclusive to Pokémon GO. After all, we can get unlimited Meltans and Melmetals in GO. A scenario in which wild Meltan can appear and Melmetal are unique and encountered once per game is also a possibility.

    And Oricorio? It is a Pokémon based on the Alola region that changes its first type depending on the island you are (for wild Oricorio), or using Nectars (for trainers' one), but both are based on Alola, it'd be absurd having Nectars in other regions, such as color-based locations where to find different form of the bird.
    Have a shop that sells Nectars imported from Alola. Done.
    As for obtaining Oricorio in the first place, it can become an in-game trade exclusive Pokémon, like Farfetch'D in Gen I.

    So Rockruff-Lycanroc, Cosmog-Cosmoem-Solgaleo/Lunala, Meltan-Melmetal and Oricorio can't be in SwSh; I'm not going to state that this is the main reason for having the file datas limited only to the species of Galar Pokédex, but this is a sufficient condition for which there can't be the datas of all species of Pokémon, from Bulbasaur to Melmetal.

    I'll go as far as to say this is not a reason at all. After all, despite the absence of an internal clock, Espeon and Umbreon exist within the coding of FireRed/LeafGreen. Seasons are no longer a thing since Gen VI, yet all forms of Deerling and Sawsbuck are coded into Gen VI and Gen VII games. Meltan can't evolve into Melmetal in Let's Go, and yet they're both coded into the games.

  • They had always worked around specific evolution condition-- A Prism Scale for Feebas when Beauty Contest was no longer a thing, new places to evolve Nosepass and Magneton as well as Eevee into Leafeon and Glaceon, it could be area specific for Solgaleo and Lunala or version exclusives, and perhaps for Rockruff you can just evolve one into Midday during the day, Dusk form for special Rockruffs as usual around 5pm, and Midnight form during the night.

    You mentioned things like specific-regional things, well, they can sell the items as imports, like what they did to the Red and Blue Orbs for Groudon and Kyrogre for example. If it is /that/ easy to bring in those into the games I don't see why it is that hard to sweat over things like the nectars from Alola. Heck, they'll even bring in new Alola-influence items just so you can evolve or let the original hold it to breed for their Alola counterparts, for example.

    There's a good chance they'll just give 'em the Umbreon/Espeon treatment, and make it a day/night evolution. That is, if they don't just straight cut any Pokemon that have more complicated evolution families.

  • Your point is just a perfect example of what I think is one of the worst issues with Pokémon evolutions: the fact that ever since gen 2 and gen 3 there are lots of gimmicky evolutions that yet GF rarely ever thinks about retconning, all those trade with held item evolutions for example whose only reason to exist in the first place was to justify in the lore why that evolution wasn't possible before. Same thing with the incenses for breeding.

    That has really bothered me for a long time now. They'll jump through ridiculous hoops to avoid retcons with regards to new evolutions and pre-evolutions (in turn making players jump through ridiculous hoops to get these new pokemon)
    But when they introduce a whole new type they'll just slap it on a bunch of old pokemon with barely a mention.
