Kwak Yoon Gy - he won the 1500m short track speed skating. No one should be paying attention to the gesture with those hips (and hair) on show.

Virgilianzo is talking about the character Korea, who is a personification of the country, from Axis Powers Hetalia. Korea kinda acts like Yoon-Gy. The character was banned in Korea because the way he was portrayed was considered a defamation to the pride of the nation. XD;

And I'll admit his hair is pretty cool. XD
