The Hp and resistance are awesome, but the rest is pretty average for a stage 2.
It's retreat cost is terrible and easily makes this card a sitting duck if it doesn't have the energy (some Dragon Finishes later). Its weakness to colourness is a problem if your opponent plays Blissey, but then again, this card is so slow, you'd probably lose before then anyway. =D
Direct Hits a solid 50 for CC and would make a fair back up attack, however when you're scrambling for the right energy cards this damage won't be enough. Dragon Finish is 100 to anything, when you're opponent is building something, it's brilliant. But the lack of energy manipulation this card has causes a big problem.
Unlike Blaziken/ex, this card will have problems returning the energy back from the discard to Salamence to use again. Worst of, it requires BASIC energy so you can't simply slap on a DRE for some quick sniping.
I wouldn't play it. >_>
