Try a bookstore... they tend to have all kinds of books, though try the chain bookstores first. If all else fails, try a hobby shop or go to the chain bookstores websites.

If you can order online, I highly recommend Bukeno88 on eBay; they're located in Singapore and post worldwide for free. All of the editions are the lovely Chung Yi ones, too, which means nice paper. :] I've used them for three separate orders so far, and they are fantastic.
ETA - Also, all of the volumes are numbered. If it's PokéSpec you're talking about, just start at Volume #1. (:

Try Waterstones. I visited one in London which stocked three or four volumes.
