No,those 2 PKMN are not in emerald, and sure, you can have a Groudon.

Well, I use my creative egg template that was made by me-- using a Chancey (From Pinball 1) as a base. Then I use a graphics program to 'compress' the pokemon sprites into eggs.

splash: 20; 0%
smooth: 1; 0%
conrtrast:2; 0%

And those pokemon are from Diamond and Pearl; but I have a feeling the sprites are not going to be the ones you see around here.
