    Can anybody tell me how to edit the moves the Pokemon learns when level up?
    It seems that there is no tool for this.
     
    As if the lack of tools precludes the possibility to do it. If you don't want to hack (= real meaning of this word) the ROM, you can help yourself with a ROM map, kindly published by GSC hackers. Use an hex editor to apply changes.
