So Giovanni competes in the World Tournament in B2 and W2, correct? And the audience recognizes him as Giovanni, correct?

So why is he allowed to compete? He clearly must have had to identify himself prior to competing, since he's in his position as the Gym Leader. Why weren't the authorities alerted? And if those tournament matches are broadcast, does anybody from the disbanded Team Rocket organization know that Giovanni is alive and well? And why is Red, the hero who stopped Giovanni, competing in a tournament hosted by the same people?!

Then again, if Looker was the only operative sent to stop Team Galactic, and he barely did anything, maybe the Pokemon World's INTERPOL had some serious budget cuts....

Can anybody explain this to me?

If we go by the official timeline, there's been some years after Giovanni took parts in the events of the Kanto adventure. He has probably been pardoned (or even served his time already!). That's what I think if I'd have to explain it :3

    1. PWT operates under the Rule of Cool.

    2. Rich people don't go to jail. Giovani is too big to fail.

At the very minimum, the Pokemon World Tournament opens up 4 years after Giovanni leaves Team Rocket and disbands it, though I wouldn't be surprised if it's at least 10 years down the road (ignoring the fact that a number of sprites look the exact same). That seems like plenty of time for things to have changed as far as the Pokemon world is concerned, and even enough time to have allowed for him to get his Gym Leadership back.

Either way, I'm sure he'd be kept under a watchful eye though, since he wouldn't be able to get away with much with the spotlight on him (and all the other participants).

Beside from actual plot, I think Nintendo did it to get us one last time to battle the antagonist we all remember.

I was always under the impression that, given the secret Giovanni event in HGSS, Giovanni has, in the interim years between GenII and BW2, made attempts to reform himself. You'll notice he's very quiet and serene and rarely references his past in the PWT at all...as if he's trying to go legit. :P

Thanks guys! All of your answers make sense to me. Actually, I find it cool that Giovanni can be battled in those games. Certainly, it's much better than him having committed suicide, especially since so many fans love him.

Shouldn't be he in jail for his crimes then? Or did he bribe perhaps?
