With this electrode, when it is knocked out, be it from its own attack or not, and is made into an energy, does the opponent take a prize card?

The opponent does take a prize card as far as I'm aware.

Yes your opponent certainly does take a prize card. Whever a card mentions that the pokemon is "knocked-out", your opponent takes a prize.

Another Question, if i have a baby pokemon, say pichu, can i evolve it to raichu with a rare candy?

You wouldn't be able to because Raichu specifies that it evolves from Pikachu, not Pichu. In fact Pichu is the only card that specifies that it evolves into Pikachu. Pikachu is still a basic so I don't think rare candy would even work for Pichu -> Pikachu

It used to work, but under the new rulings it absolutely does not work.
