First of all, I just joined so I don't know if this is allowed, please notify me if it is not :D
I bought Black and White 2 and never played it, so I got back into it today. I did fine till I got to the Dreamyard. I defeated the two duelists and got the monkey. As I went to the ruins there was a cone blocking the way. I searched everywhere to see if the gym leader was somewhere else but all the people in the game said she's in the ruins (First Gym Leader). I couldn't find it anywhere on the internet, so I came here to ask. Is the Gym Leader in the ruins of Dreamyard, and how do I get past the cone?

I purchased White 2 to be clear

Well, in B/W the cone is blocking off that section you mentioned because that's a postgame-only area. In B2/W2 the first Gym is not in Striaton City but in Aspertia City instead, and the Dreamyard is a postgame-only area in those games anyway.

I guess you were just a bit confused, but yeah I'm sure my answer wasn't too confusing.

That's because you actually need the first badge to get past that point. A good trick to beating the Gym is to lead with your starter against the Gym Leader's Lillipup, and once you take that thing down switch to your monkey so you can defeat their monkey.

They use the monkey of the type strong against your starter.

The Gym is located in the cafe near the exit to the Dreamyard, in the north-east.
