Graphical rework of the first half or so of Johto
Celebi event
New Maps/events for the Legendary birds
Some level cap adjustments for players using caps
Lots of Overworld sprite fixes

Fixes some bugs in the Celebi event (claiming the egg with a full party could cause a party member to be overwritten)
Add an optional hard mode, with EVs disabled and different enemy parties.
