is it possible for a pokemon to have an ability that allows them to use a move outside a battle without learning the move (EG an ability that allows the pokemon to use flash or surf without actually knowing the moves flash or surf)

As far as I can tell, yes. It would need a bit of fudging or an amount of cleverness, but it's possible.

Make sure the usable ability doesn't clash with the usable move and wind up listing the same option twice in the party screen.

If you're going for the mechanic I think you are, I wouldn't waste a Pokemon's ability on something like that.

That "mecahnic" would be forgoing supplementing HM's with a Pokemon's natural abilities.

An easy-ish way to do it would to be check whether a not a Pokemon can learn an HM as the qualification of using it on the field instead of checking to see if they know it.

well the idea was to allow a certain type to give more 'radius' of sight in caves or something along those lines and allow big water/flying pokemon to be able to surf and fly the trainers without the move (as we know pokemon like lapras are known to ferry people)

This requires some scripting and a little knowledge and what I have recently learned, the know how about the language and where the script should be set.
