Maybe something like...

Fluffette. XD

It would look like a Kirlia combined with a Swablu. But would be as graceful as a Milotic. XD

I think that it would have a beak sorta like an eagle's (how it hooks downwards), it would be a darker blue, it could have claws on its feet and could have stars on its body. I think it would be called something like Eagaria (eagle + aria, eagle song)
 
XD. Your description is kinda like a falcon. XD, It's hard to imagine Altaria evolving into something with claws. XD

First use some form of Paralysis, such as an attack like Thunder Wave.

I would think it would be something with clouds for its wings (again) XD, and it would be a similar colour but it would be a bit larger and more bird like I guess.

I couldn't make them sleep in Pokemon Mystery Dungeon...so I had to attack them once, so they don't feel pain at all...but oh, what have I done...DX

First of all, I hope it's bigger as big as Pidgeot, so you can ride it, it might be a lighter or darker blue...and it's anten-thing[I forgot the spelling. XD] would be gone? Or still there or whatever...it's body would be the same but bigger...and it's tail...well...more wide and pwetty...and muticoloured...shiny too. 8D XD...oh It'd be called Swalia...sounds weird...but it's suppose to sound like a Swan. -_- XD

Yeah, I do...XD, leaning like that...lol.

Anyway, I was thinking we needed to stop all the repeated pics, it's not doing anything to the club but flooding them with spam-ishness...a bit, sorry!...not the actual pics, REPEATED pics. Thanksies.
