And Rene, a mental institue is like a psychiatric hospital. They treat people (or in this case Cyndas) with mental illnesses.

Yeah, I have a scanner, camera etc... but it was a while ago. I dont know if I'll be able to find it. (A while ago is like a couple of years XD)

Oh and apparently in Diamond/Pearl it can learn... SOLARBEAM!!! Finally...

But the best TM move... would have to be either Fire Blast, Earthquake or... yeah... Thunderpunch.
