It's highly unlikely you'll be able to find any effective ROM hacking tools for any mobile device; in general, you'll need a desktop or laptop computer to be able to do near anything.

I can understand you, My friend also have suffered from this now he is also retired from thinking that he will also hack rom as he dont have any computer(Desktop/Laptop) But I have learned few days ago that Few androids apps for rom hacking will release in the future.

Hello Pokemaniac2233,

Diego and me will soon release a map-editor which will - with a few GUI changes - run on Android, too. On top of that, I will release a cross-platform scripting editor, so the basic needs should be covered through that.

uhh.. i think there isn't android ROM hacking tools, and it would be ridiculous to do mapping on such a tiny screen..
