K ill finish Rubberbandmans post. Alakazam should have fire punch imo. Persian is Substitute(if u can), hypnosis, return, shadow ball. Steelix also has explosion/rest and toxic/something i forgot too=P. Rest is fine...

Alakazam MUST be Timid to outspeed as many things as possible. With Modest, you'll be hit by Dugtrio, Starmie, Gengar, and other Pokemon that you would be able to outspeed with Timid.

And Steelix just shouldn't be used as a staller. It's ineffective in competitive play and a waste of time in-game. An ideal set would be:

Earthquake
Rock Slide
Rest
Roar/Iron Tail/Screech/Toxic
