5th Gen Any really good Guides for RNG?

I'm trying to learn how to do this on my 3DS & B2 with RNG Reporter 9.96.5.

I've already done the DS Parameter Search and I'm ready to start abusing. The problem is no guide I've come across so far has explained anything about how the frames work. I see a bunch of people using Chatots but nobody explains why or what they are doing with them. I've learned how to use the time finder, and how I'm supposed to change the time of my 3DS and start it at the right time. But once I'm in the game, I'm completely lost.

I just want a perfect Eevee and Ditto. Even just a perfect Ditto would suffice. :(
