I feel this board is pretty much dead as well as rom hacking. Is there any community that is very active with a lot of people?

ROM Hacking is definitely not dead, but it's certainly not as buzzing with activity as it used to be. Still, new developments in hacking and new projects are coming up all the time. It's true that forums in general are also less widely used in this day and age, but it doesn't mean there is no community :) There's the PC Discord server's RH channels. Other Discord servers exist too, but you'll have to look for them yourself since I'm not sure if I'm actually allowed to share them here, but they aren't hard to find.
