Anybody on here from the Dallas / Fort Worth area??

Have you tried using sites such as PokéVision or some of the other Pokémon GO map services out there? You can find them easily on Google and hopefully they should give you the edge you need to find a Dratini :) Also a lot of Facebook groups have been set up for people in various areas so between all of this you shouldn't have too hard a time of finding one now haha.

I personally love PokeVision lol, caught a nice beedrill using it once. I can spot every pokemon in Dallas besides Dratini so I expanded the search to Dratini, dragonair, and dragonite and still get nothing..
I'm going to join a facebook group because I know there a people around me catching them and I'm also sure that pokevision will get better with time.
 
I'm beginning to find that Facebook groups are really good for this sort of thing. There are a few Pokémon such as Doduo that I just could not seem to track down, and with the help of some local people, I found a park full of 'em not too far away. It's all about location and timing.

Hope you find the Dratini you're looking for. I'm lucky that they appear, rarely, by my back pond. :>
