Question Anyone ever incounter this possible error?

I was digging though my collection and I came across this jolteon that has a decent sized red spot next to the neck spikes that was printed into the holo foil, has anyone ever seen anything like this on old cards before? I've been looking for hours and cannot seems to come across this specific type of inking error.

Also trying to find out what value may be

Not to that degree, but I had an eevee from jungle with a thin red splotch on it. Likely a printing head issue.
