4th Gen Arceus found outside Halls of Origin?

Yesterday is running around and leveling my pokémons south of Veilstone city when i stumbled across Arceus (!) at L23 and of course i tried to catch him tho i only had a ultra ball and one pokéball and I took him down to extremely low health and threw my ultra ball, he broke free immidieatly so I paralyzed him and then threw my pokéball, it went one or two tick then he broke free. Since i had no more ball's to throw i took him down and went and sobbed over my fail : /. How was any of this possible?

That's no surprise dude, if you use an action replay. It's impossible to get Arceus in wild without hacking.
