2nd Gen Are Tyranitar & Dragonite legendary?

Not really, they are just more advanced pokemon then the original pokemon, expert trainers use them
 
I honestly have no idea why they come after the Legendaries in the Pokédex. They are termed "Pseudo-Legendaries" because they have the strength of Legendaries. Maybe it's done to mark them out as different, as destroyers xD. I think Larvitar is rarer, since you can catch Dratini with a FISHING ROD xD.
