I found Articuno, and I got its hp so close that you can hardly tell it had any, I also put it to sleep and when that wore off, paralyzed it. I used 27 ultra balls on it when it was in those conditions with almost no hp and it still wouldn't be caught!
Believe it or not, I became incredibly bored to day and decided to catch Articuno on LG. You're doing everything right, it's just a matter of slim chance whether any certain ball will work. By sheer chance I got mine after paralysis, heavy damage, and 15 Ultra Balls. Either keep trying, or if it continues to fail, go to Two Island for some Timer Balls and stall Articuno as long as you can.
I have to say that the only way to catch the Legendary Birds, or any hard-to-catch Pokemon is: be persistant. Keep trying, lower its health, throw heaps of Poke-bals, different ones too, mixing up combinations, status moves. It is possible to catch them, otherwise there would be no point. Patience.
In my experience, you'll never catch a Legendary bird unless it's asleep or has been paralysed. Even then, it's a hard task. All you can do is buy as many ultra balls as you can, or use a master ball.

I've already got the other 2 birds, but Moltres was probably the easiest to catch for me.. Although I did catch Mewtwo in only 3 ultra balls, so maybe that's come back to haunt me... lol
They all have the same catch rate. Anyhoo it was best when I only had like 5 minutes till I had to go somewhere so I just had a quick bash at catching moltres (1st time I tried) I just used surf and it went down to about 5% health then i just chucked an ultra ball and it got caught. it was quite funny. Anyhoo believe in the nest balls and you will suceed. they are better than ultra balls for catching bird pokes.
The only ones in fire or leaf are hidden in giovannis room in the rocket hideout I think. But once you have collected one and if you are at the point where you can fight the 2nd wave of the elite four then you can buy them from one of the islands (can't remember which) for $1,000 each. lternately you can import them form ruby and sapphire. This will also allow you to buy them from the same place.

That would be Two Island, I believe. You can also get Timer Balls there which I have found very convenient when it comes to catching difficult pokemon. They helped me out immensely on Colosseum.
Yes, nest balls can be bought at the mart on Island 2, but only after you've beaten the elite four a number of times (not sure how many) The mart adds new items to it's list at intervals: they also end up stocking soda pop, lemonade and lava cookies, for those who want cheap status healers
Mmhmm, I think it takes two defeats of the Elite Four in order to get all available items on Two Island. If you still need Articuno and can't seem to get it, you may just have to bite the bullet and get through the Elite Four twice.
