Yea they got Johto episodes before the US so most likely the same goes for Hoenn.

And they should have Flannery in some other episodes. They did it with other Gym Leaders so why not Flannery?

Well they are going to show Norman (they got to show him again), and also Wattson. They showed Morty again. And Giovanni if you want to count him.

Well, Ash didn't get his badge from Norman, and in the English version, Ash won against Wattson, so he probably won't go back for a rematch. I haven't seen any episode with Morty in it, so I didn't know.

Well on SPP it says Ash goes back for a re-match with Wattson.
And Norman is also May's farther so you most likely will see him again after Ash gets his badge.

That too. And that was for the Japanese version, sonce the English version wasn't out yet. Ash beat Wattson in the dub, but anyone can come back. Even Flannery! YAY!
