At what point i can catch Axew

    Yeah, i was wondering after i get off Driftveil gym or can i do it before? Or do i also need to defeat Mistralton gym before?
     
    It will be after Driftveil, because you don't have the HM for Surf just yet. You'll get that HM after Mistralton Gym and then you can use Surf to get to Mistralton Cave to find Axew.
     
    Just chiming in to say that Surf is given to you by Alder at the entrance to Twist Mountain, which is found by going east when you reach the split path on Route 7. You do, as Sydian said, need to have the
    Mistralton Gym Badge for this event to occur, however.
