I do use a phone but I have to use my schools wifi because it has no service, and I wish it was a Droid or IPhone >\\\\<

It would have to be something Riolu/Lucario is weak to. Something along the linea of fire and flying? Maybe a ground type. But I would say IMO Pikachu, and a Treeko.

Hm, probably a flying Pokémon, so that they could easily hop onto its back and escape without any worries. Salamence would be a good choice, since it's quite big. Staraptor and Pidgeot would be good, too. :] Also, yay for hundred members!

Uhm.... Zen Headbutt perhaps? It's a physical move, which fits Lucario's style, and it's Psychic, which.. well, Lucario can learn that type already, yeah?

That's actually pretty good! I would think Metronome, or Dragon Tail. Maybe Hi-Jump Kick.

Not sure if they could learn this move or not, but Fire Punch would be pretty cool. They could already learn Blaze Kick, which is pretty similar. Others would be Thunder Punch, Ice Punch, maybe Dynamic Punch.

Zen headbutt. You beat me to it but that is one of the moves that I though it could already learn.
My answer: Extreme speed?? I forgot if he can learn that, but I think it works that well also it matches his personality and how his character was developed mostly.
