IMO, baby Pokemon should be 1st Evos that are below waist size on a trainer.

Baby Pokemon-- A pokemon that has special advantages that its evolutions doesn't, normally obtained by breeeding and most of them aren't found in the wild. If a pokemon can be obtained by inscense breeding, it's a baby pokemon.

Here is what I mean by "Special Advantages"

Pichu can learn Charm, Nasty Plot, Sweet Kiss, and Present, while its evolutions can't.
Cleffa can learn Charm, Sweet Kiss, Copy Cat, and Magical Leaf while its evolutions can't.
Igglybuff can learn Charm, Sweet Kiss, and Copy Cat while its evolutions can't.
For Togepi, I'm stumped...


Other than that, most baby evolutions can learn a move by level up or a move by breeding that its evolutions can't.
