    Dude, there's that dude who's building the dam (it was a dam, right?) right in the Diglett area...and the crazy woman in Porta Vista...and Damien...all from Indigo. Sure there's plenty more...

    And, of course, Richie and any other 'rival' is technically a 'bad guy'...

    that one guy from the episode where ash gets his charmander. i would consider him a bad guy because of the way he treated his charmander.

    Yep it was damien I can remember some of that episode no and I do remember him sitting in the pokemon center and few of his friends called him damien
     
    Annie and Oakley from Pokemon Heroes. Only in the dub were they members of Team Rocket.

    What about the phantom from movie 9?
    But still, Hunter J is the bad ass sugar mamma of all bad guys(except Giovanny, he has enough money to be his own sugar mamma).
