Kyogre for me, I guess. My Kyogre on my Ruby OWNS everything! It's actually the one who levels more than my other Pokemon since I use it a lot xP Yay for Surf on all of the Elite 4! Well, it does have the increased experience points from my friend who got it in her Sapphire but still... :P Plus it won the master rank beauty contest for me x)
Kyogre = win.
Phione is considered a legendary? xD Nifty, it actually has a vote.

Groudon and Rayquaza worked well for me in Emerald, but I like Dailga the best.

His looks alone are pretty awesome, not to mention that his signature attack looks cool.
