ive got to go with ganondorf on this one not only is he plain evil but he has reappeared in atleast 4-5 games. But then again bowser would be my second choice since he constantly looses to mario.
 
I'd say Bowser has to be the best Nintendo villian. Almost everyone knows him (even in the incarnation of King Koopa) almost as much as Mario. No matter how many times he's beaten by the plumber, he always comes back for more. And I also like the sort of "relationship" between him and Peach.

Okay, he may not be one of those pure evil villians, but he's still a tough guy. If you don't like it, he'll fry you with his flame breath!
 
I would have to agree with the majority. Ganondorf has to be my favorite villain of all time. These days half or even more of the villains in games aren't even fully villains. They are those generic "I want to destroy the world because of its sins.", "I want to make a new world without discrimination", or "I am doing a good thing, but in an evil way." I'm sick of that type of villain. Ganondorf those is classic bad guy. He just plain is evil and wants to take over. Ganondorf also never dies, he just keeps coming back, he is just that powerful (ok the Triforce of Power is that powerful, but he has it so it counts).

Bowser I also find cool, although he is more so a comedy relief to me. King Dedede also is cool, but he isn't evil all that often so its hard to count him.
