[Other] Best ROM hacking tools?

I visited your link, so now I know some good rom hacking tools, but I have a question that is kind of related to this topic. What is the best computer (or computer parts to build a computer) for rom hacking, games, watching videos, downloading music and audiobooks?
 
you dont need a good pc for rom hacking, it should be fast enough to use vba without lacking, which probably every pc younger than 10 years is able to pull of.
other than that, self builded pcs are usually way cheaper than pcs builded by corporations.
