I don't think there's ever been a good water type. Squirtle is so much cooler than blastoise. Bulbasaur way cooler than venusaur. Charizard is pretty cool I guess. Meganium was probably the best of the johto, just cause typhlosion and feralligator are lame. and chikorita was just not cool at all. sceptile was legit. beyond that, starter pokemon just became kind of rere.

Let's see...
Grass: I got a soft spot for Torterra, but Sceptile deserves mention, as does Venusaur.
Fire: Let's see, between Charizard, Typhlosion, and Blaiziken, because Emboar doesn't cut it, and that thing Gen IV had is too painful to even think about. I think I'll go with Typhlosion.
Water: I can't vote Samurott because Oshawott is the Chimchar of Gen V so I hate it (but I must admit Samurott is pretty cool), and Empoleon just isn't notable enough. I'm going to say tie between Swampert and Blastoise.
