But did anyone say water pokemon had to be in that lake. In that case ground pokemon which had very high stats. So being able to handle the water, They then could be able to absorb the thunder shock of Zapdos and direct it into the ground. If that happens the thunder would just die out because of the little electric no hurt teh groundiness rule^^
