4th Gen Blocks

I still haven't figure out how to use the blocks. I have no idea how. I keep trying to figure out and all the NPC does is told me nothing of how to exactly use them. It's so vague that I can't even get a single clue. They told me waht to do with the blocks but how do you put them? Argh. Unless I'm overlooking something...
