Erm, Bluetooth isn't meant to be a connection technology for networking - while mobile phones can share their internet connection with a computer, Bluetooth is not made for sharing an internet connection.

That said, if it DOES appear in Network Connections, right click it, click the Sharing tab and enable Internet Connection Sharing. By standard though, no such option should be available to you.
 
No, and like Denzi said, that option won't appear.
