[Question] Can any rom be a base for a new hack?

    Hello. I'm new to rom hacking and am looking to get started on my first project. I want to use the CFRU and DPE but I would also like to incorporate the Stat Scanner in Pokemon Unbound. I was wondering if its possible (after I got the creators permission of course) to use Pokemon Unbound as a base for a new rom hack? If so, should I just be able to load it into advance maps and continue from there (I tried and it did not work)? Any insight into this would be appreciated.
     
    If you get their permission, of course you can. I remember seeing someone releasing a sequel to Pokémon Insurgence.
    You're basically taking the same project but to a more advanced state.
