I know that Pokemon Essentials has been taken down by Nintendo, but those who still have it on their local machine, can they use it create ROM hacks and publish them, or has it become illegal to use that tool anymore?

    Thanks.

AFAIK it wasn't a new law that allowed Nintendo to take Essentials down, and therefore the legality of using Essentials hasn't changed.

Also kalarie is right, so I moved your thread out of the ROM hack section to the Essentials one.

I still ever use it nowadays and there was no problem. I use Essentials 16.2 for developing the one-year old game I have made.
