Can someone translate this?

I'm not sure if this belongs here, but it is related to cards.

I'm not positive what language it is, though I've been told that it is Chinese. It comes from a fake Slifer the Sky Dragon card, but I'm curious to know what it says (especially since there is text inside parentheses, unlike any translation I've seen in the past). I'm wondering if it is the actual effect or just a description like the real ones. Click here to see a higher-resolution image of the entire card.

Please note that I am not simply looking for the description or effect of a real Slifer the Sky Dragon card, just this particular one.

It's indeed in Chinese, and my mom was kind enough to translate it.
