2nd Gen Can't find...T_T (Crystal)

Hello, well...I can't seem to find where a Leaf Stone/ Water Stone is. I am currently raising my Eevees (yup), so you know why. I am still training to defeat the Elite Four (FAIL) so idk if you can only get them in Kanto.

For water stone- Head west from mahogany town and then talk to fisher tully.
register his phone number and call him every now and then for a battle.
battle him a few times and voila.
For the leaf stone- I think you need to talk to Bill in Kanto and keep showing him Pokemon.

If I'm wrong then so is Google.

There's also the Picnicker that's in the route between Goldenrod City and the forest where if you register her number, you'll eventually be given a Leaf Stone from her.

From what I know of, it's not Bill, but the old man at the Cerulean Cape you show Pokemon ta.
