I have a level 56 Golbat.
Quick Claw Attached.
Mean Look move available.

I go to use Mean Look and it flees before my Golbat has a chance to move.
6 times in a row now.

Try evolving/leveling up your Golbat to make it faster. She has about 100 or so speed and you need to top that... I used a level 100 Crobat on Latias. :S Quick Claw on works like 10% of the time too... ;-; Good luck though. If you have a masterball, use it on her.

It's not that hard just get a lvl 55 Tyranitar and try to get it's health as low as possible then when you encounter it again throw a quickball.

Not to fuel this debate any longer but glitches are avalible to everybody, so with that in mind it is not cheating but using in game tools to make your life easier. But I have to agree I don't using the cloning glitch eiter only because I can't get it to work. :disappoin But so I don't get yelled at for being off topic I traded my masterball from emerald over to Pearl to catch both fleeing legedaries with ease so you could go with that option.

Glitch, Cheating... you all benefit from it in the wrong ways.
If its fun to you, go for it. All I'm saying is that I don't enjoy it and I know a number of people who agree with me when I say that it takes the fun out of Pokémon. (:
