3rd Gen Catching Legends with Pokeball.

Ummmm...... I'm sure you can but the chances of that happening is so low. Probably lower than finding a shiny IMO
 
A lot of people catch legendaries with a PokeBall in games. It certainly is just luck, but maybe there is some kind of ratio. Though I have no idea.
