I'm with Echidna here, the staff are apparently working on new userbars but it's taking quite a while. I guess with this long of a wait it must be a promise that they are going to make them look awesome, but yeah having supporters with text as opposed to userbars does feel kinda inconsistent but I'm sure the new userbars will be out soon.

I think Nick is just saying the text should say the tier names instead, userbars or not. They are in the works, but there is an option to display text instead of show a userbar, so I'm going to assume that's what he's referring to, which I agree with.

I would probably assume that rank images and text ranks would probably be made once the system is finalized. Last time I heard (unless I missed something), the system was still being worked on and finalized.
