This is a very age old format in the Pokemon anime where Ash and Co. meet a one time character and help them with whatever conundrum they might have. These episodes are usually some sort of filler, however, the Characters of the Day are usually advanced/helped a bit by our main characters, such as the boy who wanted to catch a Yanma all the way back during the Sinnoh Region.
