I don't know about it being hacked, but on Psypoke's PsyDex, if a pokemon is Advantageous and Trained (Good in EV's) its max DEF can be 416! Look on psypokes!

WHOA, hold on a second! Sorry, Color Me Evil, but I think you're a bit confused here. It may be true that finding a Pokemon with a stat over 9000400 is sort of rare among non-Ubers, but it can happen.

The truth is that Skarmory CAN reach over 400 DEF. In fact, its maximum happens to be 416.

Those limits (base stats) vary from Pokemon to Pokemon. What may be true for some is not necessarily true for all.
