Type :Grass and Steel
Ability : Chemical Change- When hit by a fire type, this pokemon changes into a Grass/ Water type and that cannot be reversed unless Chemical Healer is used.
Pokedex Description: This pokemon was created in a lab by accident. A scientist was creating the element Plutonium synthetically, and Team Rocket was about to destroy the lab. A Shiftry combined mysteriously with the plutonium, thus creating a completely new pokemon.

Its a Cloud With Two Smaller Clouds The Float Either Side Of It Which It Uses As Hands, In One Of These There Is What Looks Like A Thunderbolt

You need to think about the idea for this thread. Why are you creating Pokémons? How are people going to give sprites if they can't sprite?
At the moment, this just seems as though you want ideas for a game you're creating - I understand you're not, but that's how it seems.

Think about how you can turn this into more of a game.
