If it's something you've written yourself, you can post it in the fanfic section yes. If you'd rather just discuss and show some works of others that you've heard of, you can just do it in a thread here in Pokémon General! Or, if you want deeper opinions on how and why it's written, you could even dig down into the Writer's Lounge (it's a subforum to Fanfiction & Writing) and post a discussion thread on it there. Or, you could even ask the user called Wicked3DS if it's a good idea to make a fanclub for Pokémon creepypasta. Unless there is such a club already?

Possibilities are endless ;)

I recall there being a creeepypasta dedicated thread in PGen a year ago or so. It turns out that many people are actually interested in developing their own conspiracy theories about otherwise superficial features of the games. It was quite an interesting read, to be honest, alongside some of the classic Pokemon creepypastas like Hypno's Lullaby and Marowak's ghost. :p
